ALLOTMENT OF GENERAL POOL RESIDENTIAL ACCOMMODATION (C-I HOUSES TO SECRETARY/SECRETARY EQUIVALENT OFFICERS AND CHAIRPERSONS / MEMBERS OF COMMISSION / TRIBUNALS ETC.
Subject: Allotment of General Pool residential accommodation (C-I houses to Secretary/Secretary equivalent officers and Chairpersons / Members of Commission / Tribunals etc.
O.M. No.12035/9/2007-Pol.II dated 31.01.2013 from Ministry of Urban Development Directorate of Estates.
Attention is invited to this Directorate's O.M. of even number dated 11.09.2007 modified vide. OM dated 08.10.2010 and 29.12.2011 wherein decision to allot C-I houses among Secretaries, Secretary equivalent officers and Chairpersons/Members of Commissions / Tribunals in the ratio of 2:1:1 and to prepare three waiting Lists i.e. List-A, List-B and List-C was communicated. Further it was also decided vide OM dated 11.05.2011 that no HAG officer waiting in list A or list B will be allotted C-I house If an Apex Grade officer is waiting in the other list. Thus, HAG officers will be allotted C-I houses only after meeting the claim of the Secretary/Secretary equivalent officers irrespective of availability of units as per the above ratio.
Considering the improved availability of houses in higher categories after redevelopment of New Moti Bagh Complex, the issue has been re-examined in the Ministry and it has been decided that allotment of C-I houses will now be made in the ratio of 1:1:1 among Secretary/Secretary equivalent officers and Chairmen/Members of eligible Commissions etc. instead of the existing ratio of 2:1:1.
This issue with the approval of UDM.

FEBRUARY 20th & 21st (TWO DAYS) GENERAL STRIKE
Dear Comrades,
Preparations for the successful implementation of the Two Days strike on 2013 February 20 & 21 are going on full swing all over the country. India and world will be witnessing one of the biggest strike of the united working class on February 20 & 21. More than ten crores workers will participate in the strike. All the Central Trade Unions including INTUC, BMS, AITUC, CITU, HMS etc, Employees Teachers Federations, Public Sector Organizations are participating in the strike. The main demand is reversal of the anti-labour, anti-people, neo-liberal economic policies of the Central Government.
Confederation of Central Govt. Employees & workers have already endorsed the decision of the Central Trade Unions and Federations, Strike notice was served by confederation to Cabinet Secretary and the affiliated unions to the concerned Head of Departments on 22.01.2013. In addition to the common charter of demands raised by the Central Trade Unions, Confederation has included its 15 points charter of demands also in the strike notice. As far as Central Govt. Employees are concerned, the February 20, 21 strike is a continuation of the 12th December 2012 strike. The demand for appointment of 7th CPC and merger of 50% DA is still pending. We have to continue our struggle till these demands are accepted by the Government. Confederation National leaders campaign programme is going on in all states.
In Postal, both National Federation of Postal Employees (NFPE) and Federation of National Postal Organizations (FNPO) are participating in the Nationwide strike under the banner of Joint Council of action. In addition to the common charter of demands, JCA has raised the Postal oriented demands also, including wage revision, DA merger, abolition of Posts, National Postal Policy, GDS demands, Casual Labour issues, cadre restructuring, revision of OTA rates & compassionate appointments. The Joint strike notice has been served to the Secretary, Department of Posts on 22.01.2013. Copy of the strike notice and charter of demands are already published in websites and also in the journals of all unions and Federations. As part of the campaign programme, All India leaders of NFPE & FNPO will be jointly addressing the campaign programmes in all Circles. Comrades, when the entire workers of our country are unitedly fighting a historic battle against the retrograde policies of the Government, the entire postal & RMS employees including Gramin Dak Sevaks shall join this mass upsurge and make the 48 hours strike cent per cent. Move to grant license to couriers, abolition of posts, denial of the legitimate demands of the Gramin Dak Sevaks etc. are all due to the neo-liberal policies of the Central Government and in order to change the policy, the united struggle of the working class is the only alternative. NFPE calls upon the entirety of Postal & RMS Employees including Gramin Dak Sevaks to join the strike en-mass and make it a grand success.
NFPE FEDERAL COUNCIL MEETING: The highest policy making body of National Federation of Postal Employees (NFPE), the FEDERAL COUNCIL will be held at Hyderabad (Andhra Pradesh) from 9th to 12th June 2013, ( 4 days) Federal Councilors from all the affiliated unions of NFPE will be attending the Federal Council. Various Political and Trade union leaders and leaders of the Fraternal Organizations will address the Federal Council. Details will be published later. The Circle Coordinating Committee of Postal & RMS Unions (NFPE), Andhra Pradesh Circle has already started preparations for making the four days Federal Council, a memorable event in the history of Postal Trade Union movement.
AIPEU-GDS(NFPE) FIRST ALL INDIA CONFERENCE:
The first All India Conference of All India Postal Employees Union GDS (NFPE), an associate member of NFPE, will be held at Chennai on 2013 March 21st & 22nd. About 1000 delegates and visitors will attend the Conference. The Reception Committee headed by Com. K.V. Sridharan, Ex-General Secretary, P-3(Chairman) and Com. K Raghavendran (Ex-Secretary General NFPE) are making hectic efforts to make the conference a grand success. Reception Committee is publishing a Souvenir to commemorate the Ist AIC, and also as a part of resource mobilization . Without the help of other Circles, it will be very difficult for Tamilnadu comrades to raise funds for such a big conference within a short period. The Reception Committee has already sent the Tariff and order form of the souvenir to all. NFPE, Central Headquarters, request all the Circle/Divisional/Branch Secretaries to make sincere efforts to secure maximum advertisements to the souvenir.
ALL INDIA CONFERENCE OF AIPEU GROUP ‘C’:
The 29th AIC of P# Union will be held at Thiruvanathapuram (Trivendrum) from 10th to 12th March 2013.
ALL INDIA CONFERENCE OF AIPSBCOEA: The 2nd AIC of AIPSBCOEA will be held at Haridwar on 2nd and 3rd March 2013.
NFPE EASTERN ZONE STUDY CAMP:
After successful conduct of the South Zone Study Camp at Chennai and Central Zone Camp at Vidisha (MP). The Eastern Zone Study Camp of NFPE will be organized at Guwahati (Assam ) on 2013 April 27th to 28th. About 200 delegates from Odisha, Jharkhand, West Bengal, Assam and North East Circles will attend the two days Camp. Detailed circular showing the number of delegates from each affiliated unions from each circle etc. is being sent separately. All General Secretaries and Circle Secretaries should ensure the participation of delegates as per the quota allotted. Delegates may be instructed to book their up and down tickets immediately. Northern Zone Study Camp will be held in the Uttar Pradesh during the month of May 2013, venue of the Western Region Study Camp will be announced shortly.
NFPE FEDERAL SECRETARIAT:
Federal Secretariat of NFPE will be held at Guwahati (Assam ) on 26th April 2013. All General Secretaries are requested to attend the Federal Secretariat meeting WITHOUT FAIL. Separate notice will be issued.

As you are aware the South Zone Study Camp of NFPE was held at hennai and Central Zone Study Camp was held at Vidisha (M.P) successfully. The next camp for East Zone will be held at Guwahati (Assam ) on 27th & 28th April 2013. In addition all General Secretaries of the above unions shall attend the camp.
Circle Secretaries are requested to select the delegates of their unions immediately and instruct them to book the up and down tickets without any further delay. They should reach Guwahati before 08-30 A M on 27th April 2013. They can leave the camp only after 6 PM on 28th April 2013. Maximum lady comrades may be included as delegates. The names of the delegates attending the camp should be intimated to the respective General Secretaries before 31st March 2013.. Delegate fee per head is fixed as Rs 600/- (Rs six hundred only) Exact venue and programme notice will be sent separately.
All General Secretaries are requested to instruct their circle Secretaries suitably to immediate follow up action.

I am directed to invite your kind attention to the minutes (Circulated vide No. 2-01/2012-WL/Sports dated 18.06.2012) of the 21st meeting of Postal Sports Board held ay Hyderabad on 05.06.2012 under the Chairmanship of Secretary (P) . In the meeting , total 49 items were taken up for consideration and after discussion: the decisions taken in the meeting in case of 14 items are hereby conveyed as under. The orders will be issued separately for the remaining items requiring decision.
(i) Item No. 1- Introduction of Women Team in the All India Postal Chess Tournament.
It was decided to introduce women Chess Team in All India Postal Chess Tournament subject to the stipulation that nomination of players will be made on merit and only those players will be nominated who have the skill of competing at the All India Level. For this purpose it would be desirable to have scrutiny of players by professionals by the concerned Circles.
(ii) Item No. 5- Enhancement of the rate of Refreshment allowance for players.
It has been decided that there is no change in the rate of the existing Daily Allowance being paid to the players at the rate of Rs. 150/- per day. However, it has been decided to enhance the rate of Refreshment Allowance to the players from the existing Rs. 60/- per day o Rs. 75/- per day in case of All India Postal Meets so as to bring it on par with the Refreshment Allowance being paid in case of National Tournaments.
(iii) Item No. 6- Payment of local conveyance to the players who participate in the All India Tournaments.
In the meeting , the subject regarding the payment of local conveyance o the players who participate in All India Postal Tournaments was taken up for consideration in the past, the players were not being paid any local conveyance . It has been decided to allow for payment of local conveyance to the players from their home to Railway Station and back, who participate in All India Postal Meets.
(iv) Item No. 7- Increase in the strength of the football team as per FIFA Rules in the All India Postal Football Tournament to 18 players from the present 15.
The subject regarding increasing the strength of the number of players in the Circle Football Team who participate in the All India Postal Tournaments was taken up for consideration. After discussion, it has been decided to increase the strength of the Football Tram to 11+7 (18) players from existing 11+4 (15) players as per FIFA Rules for participation in All India Football Tournaments.
(v) Item No. 10- Increase the strength of the Table –Tennis women’s team and Veteran Men’s team in the All India Postal Table Tennis Tournaments.
In the meeting , the subject regarding increasing the strength of the Table Tennis Women’s Team from existing 3 players to 4 players and veteran Men’s team from 1 player to 2 players in All India Postal Table Tennis Tournament was taken up for consideration. After due deliberations, it was decided to increase the strength of Women’s Table Tennis Team to 4 players from the existing 3 players for participations in the All India Pose Table Tennis Tournaments. However, there is no change, in so far as participation of veteran (Men) in the Tournaments in concerned.
(vi) Item No. 11- Participation by Circles in local league matches/tournaments.
The matter regarding issue of suitable guidelines to Circles to participate in local league matches/tournaments was taken up for consideration. It was pointed out during meeting that the Department never issued any instructions which would disallow teams from participating in local league matches/Tournaments. After discussion it has now been decided the Circle team s may be allowed to participate in local league matches/Tournaments under the banner of India Post so as to enable the Circle Teams to enhance their performance, wherever possible and practicable. HOC may decide it on case to case basis.
(vii) Item No. 13- Arranging practice matches during the coaching camp before the start of the All India Postal Meets.
The subject regarding arranging practice matches during the coaching camp before the start of the All India Postal Meets was taken up for consideration. After discussion, the competent authority has agreed to the proposition to the extent it is possible and practicable.
(viii) Item No. 15- Nomination NIS Coaches duly approved by Sports Authority of India to be sent with Postal Teams participating in National Tournaments and All India Postal meets.
In the meeting, the subject regarding nomination of NIS Coaches duly approved by Sports Authority of India o be sent with Postal Teams participating in National Tournaments and All India Postal meets was taken up for consideration . The proposal was agreed to in principle. Accordingly, it has been decided that officials who are qualified as NIS Coaches will be given preference for nomination as Coaches of the Postal Teams, while participating in National Tournaments. The Circles will also ensue that, as far as possible, such NIS qualified officials be nominated as Coaches of the Circle Teams for All India Postal Meets/Tournaments.
(IX) Item No. 23- Provision of medical facilities to players during play/practice.
The subject regarding provision of medical facilities to players during play/practice was taken up as per Item No 23 for consideration in the meeting. Accordingly it has now been decided in the meeting that the players of the Circle Teams may be provided medical facilities during the practice matches organized during the coaching camp period prior o their participation and during the course of holding of Alkl India Postal Meets.
(x) Item No. 24- For increase in kit allowance for All India Postal Meets/Tournaments.
The matter regarding increase in kit allowance for All India Postal Meets/Tournaments was taken up for consideration. The competent authority is pleased to approve enhancement in the kit allowance for the players who participate in National tournaments from Rs. 750/- to Rs. 1500/- per person.
(xi) Item No. 26- Nomination of Coaches for Circle Teams for All India Postal Tournaments.
The subject regarding nomination of Coaches for Circle Teams for All India Postal Tournaments was taken up for consideration. After discussion, it has now been decided that preference should be given to those officials who have played in International/National Tournaments for nomination as Coaches for the Circle Teams for the All India Postal Tournaments.
(xii) Item No. 27(b)- Institution of Rolling Trophies for the Winners and Runner-up Teas instead of Shields in All India Postal Tournaments.
The matter regarding institution of Rolling Trophies for the Winners and Runner-up Teams instead of Shields in All India Postal Tournaments was taken up for consideration. It has now been decided by the competent authority that Rolling Trophies will be instituted to the Winners and Runner-up Teams in All India Postal Tournaments, w.e.f. 2013-2014.
(xiii) Item No. 32- Payment of kit allowance to Artist participating in the All India Postal Cultural Meets/Tournaments.
The matter regarding payment of kit allowance to Artist participating in the All India Postal Cultural Meets/Tournaments was taken up for consideration. In the past the Artist were not being paid any kit allowance for participation in the cultural Meets/Tournaments. The competent authority is pleased to convey its approval for grant of kit allowance of Rs. 500/- to the artists participating in the cultural events. This allowance is being approved to meet the expenditure on costumes etc. which the artists are required o wear during performance.
(xiv) Item No. 37- Funds under Sports head may be allotted much ear lie for proper utilization of money in time.
The subject regarding allotment of Funds under Sports head may be allotted much earlier for proper utilization of money in time was taken up for consideration. Any deadly in allotment of funds occurs due late receipt of audited accounts of previous year from the Circles, which is mandatory for release of funds for the subsequent year. In order to avoid hardship to the Circles which send the audited accounts in time, it has been decided to process their cases in the first phase so as to release funds to these Circles by mid-July. The issue of release of funds to Circles which are late in submission of audited accounts will be taken up separately.
These orders will come into force with effect from 01.04.2013. Past cases will not be re-opened.
