The third successive struggle program of AIPEU-GDS (NFPE) on 32 Charter of Demands, Dharna infront of Dak Bhawan, New Delhi has been staged successfully with the participation of General Secretaries of affiliated Unions of NFPE, NFPE office bearers and CHQ office bearers of GDS Union.

        Dharna program was presided by Com.I.S.Dabas, General Secretary, P-IV (CHQ) and inaugurated by Com.Giriraj Singh, President, NFPE & General Secretary, R-III. CONFEDERATION DECIDES TO TAKE STRIKE BALLOT FOR INDEFINITE STRIKE

The first meeting of the National Secretariat of the Confederation was held at New Delhi on 22.07.2013. Com. K. K. N. Kutty, National President, presided. The following office bearers were present:

Before Commencement the meeting paid homage to Late Com. Samar Mukherjee, Ex-MP and Veteran Parliamentarian by observing two minutes silence.
Com. S. K. Vyas, Advisor, in his opening remarks, explained the background of events which led to the formation of a Joint Council of Action of Railway (AIRF) Defence (AIDEF) and Confederation and also pointed out its weaknesses and limitations. He stressed the need to further strengthen the unity. He opined that on the 15 point charter of demands, Confederation must conduct its own independent campaign and agitational programmes. If the Railway and defence Federations come forward for serious agitational programmes including indefinite strike we must join such campaign and strike action.
Com. K. Raghavendran, Ex-Working President, Confederation also addressed the meeting. Thereafter discussion on all agenda items took place.
The following are the main highlights and decision of the National Secretariat meeting
1.      Review of 24th National Conference held at Kolkata from 4th to 6th May 2013
Com. M. Krishnan, Secretary General made a brief presentation of the Conference proceedings, which was approved by the house after discussion.
2.      15 Pointes charter of demands and future course of action.
The meeting decided to organize independent campaign and agitational programmes culminating in indefinite strike. The specific decisions were:
(i) To organize state level joint strike conventions of C-o-C with the participation of all affiliated unions/Associations/Federations during the month of August 2013. Whereever the C-O-C functioning is not satisfactory or has no participation of district units, efforts must be taken to revamp the committee.
(ii)  To organize mass Relay dharna at different places in all important stations during the first week of September 2013 (from 02.09.2013 to 07.09.2013).
(iii)To conduct nationwide strike ballot during the last week of September 2013 (On 25, 26 and 27th September) Model of the ballot will be sent later.
(iv)To convene the Central Working Committee/Central Executive committee meetings of all affiliated unions/Associations/Federations before the 1st week of October 2013. All India Office Bearers of the Confederation may be invited to attend the meeting.
3.      Joint programme of AIRF, AIDEF and Confederation:
It was decided to make all out effort to further strengthen the Joint council of action (JCA) and also to launch serious agitational programmes culminating in indefinite strike before December 2013.
4.      Formation of State Committees and District Committees
It was decided to reorganize the COCs which are defunct or not functioning satisfactorily. This is to be done when the state level strike campaign conventions are organized. Participation of representatives of all affiliates should be ensured in the conventions.
5.      Conducting of All India Mahila Convention of the Confederation.
It was decided to conduct two day’s All India Mahila Convention at New Delhi in the 3rd week of October 2013. C-O-C Delhi has agreed to host the Mahila Convention. Delegate fee shall be Rs.600/- per delegate. Participation of maximum number of Lady comrades from all states/affiliates should be ensured.
6.      Organising Trade Union Education Camp:
It was decided to hold the Trade Union Education Camp at Mumbai in November/December 2013. Number of participants shall be 150 (maximum). Delegate fee Rs. 600/- per delegate Postal, ITEF, Audit & Accounts and Atomic Energy delegates accommodation shall be arranged by their respective Federations. C-O-C Mumbai shall function as the Reception committee. Date and Venue will be intimated later.
7.      Publication of journal
Decided to publish a monthly journal. Name of the journal shall be “CONFEDERATION NEWS” (subject to availability at RNI) Editorial Board shall consist of Com. S. K. Vyas (Advisor) Com. K. K. N. Kutty (President) Com. M. S. Raja (Working President) Com. M .Krishnan (Secretary General) com. K. P. Rajagopal (Secretary) and Com. Vrigu Bhattacharjee (Financial Secretary).
8.      Financial Review:
Financial Secretary shall present the actual picture in the next meeting. Meanwhile letters should be sent to all affiliated unions to remit the arrears of quota immediately.
9.      Letter from ITEF and reply
A letter received from Secretary General, ITEF and the reply given, regarding the election of new office bearers of the Confederation was presented in the meeting by the Secretary General, Confederation. It was decided to send an appeal letter to the ITEF requesting them to resolve the issue amicably.
10.  Affiliation to new organizations:
The application for affiliation received from the following two organisations was considered and it is decided to grant affiliation subject to their accepting the terms & conditions for affiliation.
(i)     Indian School of Mines Karmachari Sangh, Dhanbad.
(ii)   Song and Drama Division Employees Associations, New Delhi
11.  National Convention of Central Trade Unions on 6th August 2013.
The available National Secretariat members/leaders at Delhi will attend the convention on 6th.
President, Com. K. K. N. Kutty in his concluding remarks, briefed decisions taken in the meeting. The meeting ended at 5 PM.

CHQ LETTER ADDRESSED TO SECRETARY DEPT OF POST, NEW DELHI.REGARDING PLI ISSUES.

Sub – Appeal for conversion of Circle Administrative Offices as Central Processing Centres.

Respected Madam,
          This has the reference to my letter of even number dated 08/07/2013 where in I had pointed out some problems in Karnataka and Tamil Nadu circle emanated from the violation of the agreement against item no. 7 “Decentralisation of PLI/RPLI”  wherein in the minutes of the meeting taken by the secretary  (Posts), Postal Service Board with Postal Joint Council of Action on 10/1/2012 and 12/1/2012 in Dak Bhawan, circulated vide Dte’s No. 08/15/2011-SR Dtd the 16th January, 2012, Circle/Regional Office branches of PLI were permitted to accept, process and service the policies relating to their Headquarter Cities where they were located. Even in the meeting of 21/5/2012 with Postal Joint Council of Action and in the Departmental Council Meeting of JCM held on 28/12/2012, the same view was upheld.
          When this is the fact, Karnataka Circle is blatantly violating the agreement and Tamil Nadu circle is also following the same line creating tormenting discontentment’s amongst the peace loving sober people. In the mean time another problem has emerged due to sudden issuance of a D.O. letter by Chief General Manager, PLI Directorate Mr. Faizur Rehman addressing all the CPMG’s and PMG’s by name, in the name of implementation of India Post Project, 2012 some 08 Post Offices in 07 Circles , i.e. Rajasthan, Delhi, Assam, Karnataka, Tamil Nadu, Maharashtra and Uttar Pradesh have become the part of the pilot project. It has also been hinted in that letter that the rest of the circles would be rolled out in early part of 2014 as part of phase II.
          In the same D.O. it has been intimated that “All case files of PLI and RPLI should be segregated Head Post Office wise (PAO wise). For insurance purpose these H.P.O’s are called Central Processing Centre (C.P.C.).”
          Madam, there lies the problems. Head Post Offices should not be termed as Central Processing Centres. Further, P.A.O. means the office of the GM (PAF), rather it would be better if those Head Post Offices work as “Processing Centres” only (PC) and not as CPC. All the 22 Circle Offices along with the 37 Regional Offices country wide, totalling 59, should be termed as Central Processing Centres, as the Circle Administrative Offices can run in a centralised procedure


to collect the data of all sorts, Head Post Office wise. Moreover important points of information like premium income, actual business target of PLI in crore, actual target achieved etc., are collected circle wise only and not as per Head Post Office’s wise.
          This Union has been requesting time and again for involving the PA’s (CO/RO) who are young and technically qualified in the ongoing / proposed Technology up gradation and CBS sectors. These young work force exclusively recruited for CO/RO during the past few years are found to be well qualified (B.E. and M.C.A. graduates) and amenable to work in highly technologically supported field are certainly an asset to the department of posts, which now-a-days, is thriving hard for acquiring and adopting modern technology to render a better service to the insurance and common man.  Therefore, we request you Circle Administrative Offices including RO’s can play an important role in PLI/RPLI modernisation as these works are continued to be monitored and managed by the Circle Offices and Regional offices.
         
Lastly, I again request your kind self to term every Circle and Regional Office as Central Processing Centre and every Head Office should be termed as Processing Centres.
We feel, if these points are considered in this light of facts narrated above, it will increase the growth of PLI business to its extreme point due to already “in built” infrastructure and expertise knowledge of the Circle Administrative Offices including R.O.’s. Moreover space inadequacy can easily be solved.
In this connection, it is further to be noted that the agreement which has already been made by your kind self and Postal Board with Postal Joint Council of Action on 10/01/2012 and 12/01/2012, would also be honoured.

GOVERNMENT ALLOTS RS 1,300 CR TO POST BANK

NEW DELHI: The expenditure department has decided to sanction Rs 1,300 crore to the proposed Post Bank of India to meet its capital requirements even as the department of financial services (DFS) - the wing in the finance ministry that deals with state-run banks and their poliiies - chose to stay away from the  issue.
         The proposal's backing by the expenditure finance commission and its subsequent green light by finance minister       P Chidambaram is seen as the official go-ahead by the finance ministry, ignoring the DFS's stance. The DFS position is seen as the first instance of the agency not backing the Post Bank's plan, which officers in the department have privately mocked at
         "They think they can use the postal deposit model for their banking foray. Nothing in their plan seems to be clear. Banking isn't easy," said an officer, who did not wish to be identified. In fact, a strong Post Bank is seen to be the biggest challenge to existing public sector banks, including State Bank of India, which controls 70% of the banking business in the country. SBI, the largest lender, has a little less than 15,000 branches, while there are over 1.5 lakh post offices across the country.

         Although Post Bank does not intend to open a bank branch in each post office, the plan is to use postmen to meet the financial inclusion goal. Secretary (posts) P Gopinath refused to speak to TOI despite several attempts.

According to the plan, Post Bank will have 50 branches in the first year, which will be increased to 150 by the fifth year. The branches will be located in select Head Post Offices in Tier-1-4 centres and select Sub-Post Offices in Tier-5-6 centres.

         To meet RBI norms, the postal department proposes to set up a new entity - Post Bank of India - that will have an independent board and separate operations. Apart from independent directors, the board will have representatives from the finance ministry and the postal department. Separate recruitment has been planned to have specialist bankers.

        While converting the entire postal network would have meant a capital requirement of over Rs 60,000 crore, by setting up a special entity, the fund requirement has been reduced. This, officers said, will also help create a more focused strategy.

FIGHT AGAINST THE POLICY
FIGHTING FOR THE ALTERNATIVE

Postal employees have always taken it as their motto to render best possible services to the people at large. We are conscious of our duties and responsibilities to the Nation. Inpsite of all limitations, we shall continue to discharge our duties towards the people and the Nation. But on the same breath, we want to make it clear that contended staff are always an asset to the Nation and discontentment if allowed to grow, it is bound to affect the services. We do claim that further improvement in the services can be brought out if joint endeavours are made by both Administration and unions. While we have successfully built up a strong movement through our united efforts, we do claim to maintain cordial relations with the administration at different levels – branch/Divisional/Circle and All India.

But our experience hitherto shows that maintaining cordial relation with administration alone will not solve the basic problems faced by the Postal employees. Most of the issues agitating the minds of the Postal employees are due to the overall policy of the Government. Proposed move to permit entry of private sector into Postal services by granting licences to the transnational courier companies, Denial of legitimate rights of the Gramin Dak Sevaks including Civil Servant status and bonus-parity, Non-payment of revised wages to the casual labourers, unjustified abolition of vacant Posts, Refusal to appoint Seventh Pay Commission and Inclusion of GDS under its purview, merger of 50% DA, inhuman 5% restriction on compassionate appointments, introduction of share-market oriented contributory Pension Scheme, non-removal of bonus ceiling, downsizing, outsourcing, contractualisation, corporatization etc are all directly linked with the polices of the Government. Inspite of our sincere cooperation, if things are not moving in the proper direction, we have to be ready for a serious course of action. We can never allow the situation to continue like this which is bound to cause deterioration in services and also adversely affect the interest of the employees. We should analyse and understand the root cause of the problems and shall find out remedy.

The logic of the neo-liberal reforms is maximization of profit and minimization of cost of labour as well as people. Being a capitalist agenda, it operates in that direction in a spontaneous manner. It maximizes profit by keeping the wages suppressed and also by generating a huge army of unemployed as reserve, to facilitate such suppression of wages. Under neo-liberal order it promotes speculation to multiply profit, thereby  further aggravating unemployment, price rise and poverty. When it falls into crisis, as have happened at the present juncture, it seeks to shift the entire burden of the crisis to the people and workers. That is why our genuine demands are denied. Hence the fight against the galobalisation policies assumes paramount importance. We have to change this policy and we should continue our fight for an alternative policy.

Alternative to the imperialist globalization policy is nothing else but socialism, complete emancipation of society from all exploitation. Change in the system, or transition of the society, does not happen automatically. The working class, including the Postal employees, has to play a pro-active role in intensifying the struggle and prepare itself to lead the struggle for change in the system. It has to sharpen the struggle further, unifying the entire working class against the neo-liberal policies and rally the people around it to achieve the change. When struggle intensifies, at some point of time they may concede some of our demands. But that is not the end. We should continue our struggle further, till these policies are reversed completely and an alternative system comes into existence. For this we should elevate the consciousness of the workers and heighten the quality of the struggle further. Let us have a clear understanding that the fight against the policy is nothing but fighting for an alternative in the long run, an alternative society which bring an end to the exploitation of one human being by another. Therefore our present day activities must continue to target the present exploitative system, expose its anti-people, anti-working class character.

            The meeting decided to forge a Joint Council of Action to pursue the enclosed Charter of Common Demands of CGEs. Com. Umraomal Purohit President AIRF will be the Chairman and Com. Shiv Gopal Mishra will be its Convenor. The following shall be the members of the Council.

The following demands were included in the Common Charter of demands:

1.    Set up the 7th CPC and frame its terms of reference after consultation with Staff Side.
2.    Merge DA with pay for all purposes.
3.    Scrap the New Contributory Pension Scheme.
4.    Regularize (a) Gramin Dak Sevaks of Postal Department.(b)Daily rated workers , (c) Contract Labourers:
5.    Remove 5% Ceiling on Compassionate appointments.
6.    Settle all 6th CPC anomalies raised in the National Anomaly Committee and implement the Arbitration Awards.
7.    Remove Ceiling of Rs. 3500 on computation of Bonus.

            All organizations may include the department –specific and other demands in Part B of the Charter and seek settlement thereof with the appropriate authorities.

            The meeting also decided to submit the Charter of demands to the Cabinet Secretary and seek negotiated settlement.

            The Council will meet again in the first week of August 2013 to decide upon the date of National Convention and other programmes of action in pursuance of the Charter of demands.
