Dharna before Parliament exclusively on GDS Demands will be held on 27th July as per the call of the AIPEU GDS NFPE in which all NFPE comrades coming to March to Parliament shall also participate.

          Dear Comrade,                                                                         Pl. Circulate.

          The Central Head Quarters of our union,  has given a call to hold  two day’s LUNCH HOUR DEMONSTRATION on 17-7-2012 and 18-7-2012 from       1-15 PM to 1-45 PM for enlightening the 22 point charter of demands, which is approved in the 28th AIC held at KOLKATA on 30-4-2012. ALL THE MEMBERS ARE REQUESTED TO ATTEND THE LUNCH HOUR MEETING ON 17-7-2012 &   18-7-2012, 1-15 TO 1-45 PM, POSITIVELY AND MAKE THE PROGRAMME GRAND SUCCESS.

1)    Filling up of Vacant Posts in the Cadre of PA (CO)/MTS and Filling up of Promotional Posts in the Cadre of LSG/HSG-II and HSG-I by granting /holding of DPC’s to all eligible officials. Conduct Deptl promotion examinations and fill up Deptl promotion vacancies in the Cadre of PA (CO). Fill up of vacant MTS Posts as per the recruitment rules. Permitting the left over category employees to write LGO examination (Lift Operators/Wireman/Electrician’s)
2)    Conduct work study of the C.O/R.O’s staff and fix revised norms for all items of newly entrusted work such as BD/Technology etc. Take action to create and fill up justified additional posts in CO/RO.
3)    Stop Decentralization of PLI/RPLI work. Ensure uniform implementation of Directorates Orders regarding retention of the PLI/RPLI work of Divisions situated at CO/RO Head quarters at CO/RO itself.
4)    Ensure the JOB Security of DPLI Kolkata. No staff of DPLI should be re-deployed out of DPLI Office. Assurance given by Directorate in this regard may be honoured in toto.
5)    Re-assignment of the DO PLI work and suitable modifications regarding procurements of PLI business. Revise the rate of PLI incentive.
6)    Immediate finalization of the cadre restructuring proposals as assured by Secretary, Department of Posts.
7)    Permit Circle Office staff also to appear in PSS Group-B examination.
8)    Fill up all AD posts earmarked for Circle Office staff from amongst the OS cadre on seniority cum fitness basis.
9)    Grant TBOP/BCR to those officials who are senior in the gradation list, from the date their juniors are granted TBOP/BCR, irrespective of the fact whether they have completed 16/26 years of service cases of Karnataka and Orissa Circles.
10) Ensure correct fixation of pay of those MTS who are granted ACP-1, ACP-2 between 1-1-2006 and 31-8-2008 while fixing of their pay on MACP promotion after 1-9-2008. Stop recovery due to wrong interpretation of rules in cases of Andhra Pradesh and West Bengal Circles.
11) Grant timely eligible promotion to the Hindi translators in Circle and ROs.
12) Grant special pay to the Section Supervisors in Circle Office and RO.
13) Timely and prompt holding of DPCs for granting MACP promotion to all eligible officials of C.O./R.O.
14) Settle MACP anomalies promotions earned though limited competitive examinations should not be counted towards
MACP. Grant the grade pay of next promotional post instead of hierarchical scales.
15) Grant compassionate appointments to the dependents of all deceased employees. Remove the 5% restriction imposed on compassionate appointments.
16) Grant prorata wages to all casual labours w.e.f. 1-1-2006 and regularize their services by observing against regular posts.
17) Stop outsourcing work of C.O./RO staff.
18) Supply sufficient number of new computers as per the requirement of each unit and condemned all those unserviceable computers.
19) Conducting of JAO examination for promotion to the post of AAOs.
20) Stop the anti-union and anti-employees attitude and harassment of staff by the Director, Postal Training Centre Madurai, Tamilnadu Circle.
21) Provide necessary infrastructure such as man power, supply of printing paper, equipment, machinery etc to the regional printing press Bhubaneswar.
22) Fill up all the vacant posts of DPS/CPMGs of smaller circles like Chattisgarh and Uttarakhand.

                                THIS   LUNCH HOUR  GENERAL BODY MEETING UNANIMOUSELY ADOPT THE RESOLUTION THAT THIS LUNCH HOUR PROTEST WILL BE CONTINUED TILL THE PROTECTED WATER IS SUPPLIED IN THE CIRCLE OFFICE FOR USE OF STAFF INCLUDING CANTEEN. IT IS ALSO RESOLVED THAT THE CIRCLE UNION LETTERS ADDRESSED TO THE CHIEF POSTMASTER-GENERAL ON 5-7-2012 AND 6-7-2012 MAY BE EXAMINED PROPERLY. THE STAFF OF CIRCLE OFFICE ARE FELT SICK SEVERAL TIME DUE TO NON-SUPPLY OF PROTECTED DRINKING WATER. THE DEPARTMENT HAS FAILED TO PROVIDE BASIC AMINITIES.THIS GENERAL BODY HAS ALSO ADOPTED THE RESOLUTION TO SETTLE THE FOLLOWING ISSUES IMMEDIATELY.

1)    IMMEDIATE SUPPLY OF STEEL GLASS TUMBLERS/NAPKINS AND BEST QUALITY PENS TO THE STAFF,  AS THE PLASTIC BOTTLES S ARE GETTING FUNGUES IN BOTTEM.
2)    SUPPLY OF PROTECTED WATER TILL THE RECTIFICATION OF METRO WATER SUPPLY PIPELINE REPLACEMENT.
3)    STOP THE FREEQUENT CHANGE OF SECTION’S LAY OUT IN THE CIRCLE OFFICE AND PROVIDE STANDERED OF ACCOMDATION TO THE STAFF OF AS PER THE DIRECTORATES NORMS.
4)    THE LUNCH HOUR DEMONSTRATION WILL CONTINUE TILL THE    AMICABLE SETTLEMENT OF PROBLEMS SUBMITTED  BY THIS UNIONTO THE CHIEF POSTMASTER-GENERAL ON 5-7-2012 FACED BY THE STAFF IN DAY TO DAY WORK.

             THIS GENERAL BODY HAS ADOPTED THE RESOLUTION THAT THE INTRVENTION OF CHIEF POSTMASTER-GENERAL WILL VERY MUCH NEEDED TO SLOVE THE  ABOVE PROBLEMS OF CIRCLE OFFICE.

                       THE CIRCLE ADMINISTRATION NOT SUPPLYING PROTECTED DRINKING WATER TO THE STAFF WORKING IN CIRCLE OFFICE AAA MAIN WATER PIPELINE IS DAMMAGED AND IT IS POLUTED AND MIXING WITH DRAINAGE LINEAAA THIS ISSUE TAKEN UP WITH THE ADMINISTRATION SEVERAL TIME AAA THE HEALTH AND HYGENIC CONDITION OF THE OFFICE SPOILED AAA THE INTREVENTION  IS REQUIRED BY THE HIGHER OFFICERS TO SOLVE THE PROBLEM AAA  DEPARTMENT HAS FAILED TO PROVID BASIC AMMINITIES AAA STAFF IS AGITATING MOOD AAA.

Respected Madam,

                        Sub:- Drinking water problem in Circle office –reg
                         Ref:-This union letter of even No. dt. 5-7-2012.

                         We thank the Chief postmaster-General for her prompt response and issuing instructions to the concerned officer to provide protected drinking water to the staff of Circle office immediately. The concerned officers have provided the drinking water within one hour for that day. Surprisingly, today the supply of  the packed drinking water is  stopped on the ground that the water in the sump is potable. Hence, the authorities decided to stop the supply of packaged water, which was ordered by the Chief Post Master General. It is not understandable how the authorities came to the conclusion that the water in the sump has become potable suddenly. The points raised by this Union have not been examined. The Pipeline, the water tanks, sumps have not been cleaned. The water tank and sump was last cleaned six months back and drainage leak has not been repaired till now. The water is continued to be in yellowish colour.  Foul smell is emanating from the toilets and employees are not able to stand at the Northern side of the Dak Sadan where the pipeline is there.

It is submitted that, without taking care of all these problems, how the authorities have concluded that the water in the sumps are safe to drink. The Filtering systems installed four years back are stopped working from 3rd July 2012 due to non-maintenance. In spite of all these the Authorities are suggesting to drink this water at the peril of our health.

Hence, it is requested that the Staff should be provided with package drinking water or install the purifiers with R.O. system to supply the protected water.



                                                                                                                       
                                                                                                                                                                                                                                                                       


           
                                  It is further suggested that, as the GHMC /Metro water supply Board laid another pipe line from Abids to MJ Marked Road in front of DAKSADAN MAIN GATE. As the existing connection which is of 2” dia and 25 years old became rusty and porous. Hence,  a New water connection from that line will solve the water pollution problem. It is requested  that the Chief Postmaster-General to cause to issue necessary instructions to the concerned to process the NEW WATER CONECTION to the DAK SADAN with 4” Pipe line.

Respected Madam,

                                Sub:- Problems of Circle Office –reg.

                                It is  kindly brought to the notice of the  respected  Chief Postmaster-General to intervene and cause to issue necessary instructions to the Head of the office to solve the following problems faced by the staff working in Circle office to protect the health.

NON SUPPLY OF DRINKING WATER :- The drinking water supply system of Circle office are completely out of control since Sept.2011. The controlling officers are not visiting the pump house and  water storage sumps at Cellar. The present  drinking water supply pipe line is leaking and it is mixed with drainage pipe line. This union discussed the issue with the Head of the office, but there is no action is being taken till date. This union is request that till the change of Metro water works pipeline connection, purified water may be provided in each floor  of Circle office including canteen.

NON - SUPPLY OF USSAGE WATER IN TOILETS:- The toilets and drinking water connection are in C.O. is under repairing since Feb -2012. But only V and VI floor work was completed. III and IV  floor work is under progress. The concerned in charge of the works were not supervising . Due to lack of supervision water connection from Over head tank to Toilets were not connected  in the name of shortage of water supply. This union request that the hygienic condition of the floors are  spoiled and bad smell is spreading in the sections. The water supply to the toilets may be provided immediately.

CLEANING OF DRINKINK WATER SUMPS :- The metro water tanker and  pipeline water from GHMC connected to  the water sumps are filled  with the dust and fungus which is extremely dangerous to health of the staff. The water sumps are not cleaned every month or at least every quarter. These sumps are not cleaned since 1/2012. This union strongly oppose not cleaning of water tanks and sumps every six months.

POSTING OF QUALIFIED ELECTRICIAN IN C.O.:- This union taken up the issue with the Chief Postmaster-General in four monthly meeting. There is no qualified Electrician is posted in the sub-station for maintenance of the Electricity problems. The wiring and connections in the DAK SADAN Building are hanging in the air. on 3-7-2012 there was electric short circuit  detected at the nearest point of second gate of DAK SADAN. This union request that the electrical maintenance and lift may be handed over to the Assistant Engineer ( Electrical),  immediately. The computers/AC’s distribution of electrical wiring line is completely damaged at Emergency exits side of the DAK SADAN Building. This will leads to short circuits any time.

CLEANING OF WASTE MATERIAL ACCUMULATED AT THE CELLAR:  The waste material accumulated at the cellar which is blocking the entry to lift in the cellar.

SHIFTING OF DESPATCH SECTION OF C.O.:-The CR/Dispatch section of circle office was shifted to a small room with four PAs & with current use of racks and sorting cases are shifted.  This item was brought notice of the administration in last week but the action is not initiated nor standard of accommodation to Dispatch section, the stamping/waxing table or not provided in the present place.  The room is not suitable for dispatch section as the space is not available for doing the duty satisfactorily.  On 30th June, some modification were ordered by the Head of the office but it is quite un-scientific method evolved to the CR Section.  There is no moving place to the 4 PAs, 2 MTS and receipt an d dispatch of the bags from one room is irregular.  This union once again request the authorities to shift the dispatch section to the old place from where the section was shifted. 

               
        If immediate action is not initiated this union will be forced to go into trade union action in interest of the staff by next week.
