RESCHEDULING OF DATE AND TIME OF 28th SCOVA MEETING


       Department of Pension has announced that owing to the Legislative Assembly Elections in Kerala and Tamil Nadu to be held on 16.05.2016, the 28th meeting of the Standing Committee of Voluntary Agencies (SCOV A) scheduled for 16th May,2016 has been rescheduled to 27th June, 2016 at 11 am. The venue of the SCOVA meeting will be notified in due course.

He categorically said, Government is committed to reform the postal department. Two unique qualities of Department of Posts are Extensive network spread in nook and corner of the nation and Emotional connect of Postman with the rural life.

India is at the tipping point of digital revolution and Postal department should be the fulcrum of economic development esp in rural life.

Postal department's share in E-commerce is around 15% only, which needs to be improved drastically. The entire ecosystem to reform the postal department needs to change..

1. Pick up points to reach the customers proactively to collect and deliver posts/ parcels.
2. India Post Payments Bank need to be flawlessly implemented . It should act as a platform for 3rd party services. Human Resource Training needs to be given. Postal Payment Bank should be started definitely by March 17
3. Implementation of IT modernization solutions needs to be improved. We keep getting complaints of glitches leading to harassment to customers
4. Parcel Delivery .. New ideas to generate revenue with Technology infusion. Geo tagging and better location identification needs to be considered.
5. Human Resource capacity building ... Need to incentivize the performance... Gud incentive at right time will be a big motivation. Best practices should be replicated pan India.
6. Good sign boards pan India should be ensured.
7. Metamorphosis of postal department should be branded well.
8. Surety of punishment is more important than Severity of punishment... in case of disciplinary cases. Any laxity in timely completion of disciplinary proceedings should be viewed seriously.
9. Philately should be ventured as a new source of revenue generation. My Stamp, Commercialisation of stamps need to be tried to earn revenues.
10. Social Media should be effectively used for complaint redressal and creation of awareness regarding departmental initiatives/ schemes.
11. He expect all of us to work hard.. to achieve the goals of government.
12. Recruitment to fill up vacant posts should be done in a transparent and fair means. Any irregularity should be viewed seriously and responsibility should be fixed..

13. Shri. Ravi Shankar Prasad Congratulated the Department of Posts for good work done in the last 2 years in different schemes like Sukanya Samriddhi Yojana, CBS, Postal ATMs, E-Commerce.

DELAY IN REFIXATION OF PENSION TO PRE-2006 PENSIONERS WITH LESS THAN 33 YEARS OF QUALIFYING SERVICE – REGARDING

Sub: Delay in Refixation of Pension to Pre-2006 Pensioners with less than 33 years of qualifying service – regarding.

            Ref: Department of Pension & PW OM No. 38/37/08-P&PW (A) Dated 6.4.2016.

Sir,
            This is to bring to your kind notice that despite the issuance of orders by the Department of Pension & Pensioners Welfare cited under reference for the grant of full pension instead of prorata pension for those Pre-2006 pensioners, no action seems to have been initiated by the Postal Authorities for re-fixing the pension to such pensioners so far. It is learnt that in the absence of endorsement of the orders of the DoP&PW by the Postal Directorate is cited as the reason for not initiating any action on the matter by the Postal Audit Authorities.

            This is also worth mentioning here that some important orders of the Pension Ministry are not immediately endorsed by the Postal Directorate in the past also. To cite an example, the orders of FMA Revision from 300/- to 500/- was inordinately delayed by the Postal Directorate. Now the present orders on grant of full pension to Pre-2006 is also not endorsed in time by the Postal Directorate. This type of avoidable delay on the part of the Postal Directorate is causing much strain on the Postal Pensioners as they are forced to wait longer to get justice, despite orders by the Government of India.

            We therefore urge upon you to kindly intervene to cause to issue the endorsement orders immediately with instructions for grant of revised pension w.e.f. 1.1.2006 suo-moto without any need for personal representations from the pensioners. Such a move will give benefits to thousands of eligible Pre-2006 Pensioners with less than 33 years of service.

The policy change(s) in terms of financial up-gradation, grant of promotion, composition of various Committee(s) for promotion, qualifying service in various grades, are brought for the benefit of the members of the Service. It has been observed by DoPT that several recommendations of Pay Commission have not been incorporated in the Service Rules. (Copy of OM is enclosed).

The policy change(s) in terms of financial up-gradation, grant of promotion, composition of various Committee(s) for promotion, qualifying service in various grades, are brought for the benefit of the members of the Service. it is seen that several recommendations of Pay Commission have not been incorporated in the Service Rules.

2.         The Cadre Controlling Authorities are, therefore, requested to undertake revision of Service Rules of Organized Services under their administrative control. The Cadre Controlling Authorities may indicate the time frame by which they would revise the Service Rules of Organized Services under their administrative control.
