Sub: Irregular transfer of Circle Office Staff for work in operative office-Case of
        Karnatka Circle.

Respected Madam,

          It is learnt that the Chief postmaster General, Karnataka Circle has ordered the deputation of two Circle office staff to Kadugodi Extension Post office with immediate effect in the name of pendency of work and to check public complaint violating the provisions of the rules.

          You may be aware that the Circle office itself is facing acute shortage of Staff in view of the changed working scenario. A lot of  monitoring works have developed in the C.O. in recent times. Moreover, Circle Office has a separate identity for many many decades and also has a separate set of recruitment rules, which have again been reaffirmed by the Gazette Notification of 27th January,2014 containing PA recruitment Rules for Circle Administrative offices, after almost 18 years of the previous Recruitment Rules for Circle Administrative offices framed last in 1996. Further, the administrative office staff are not having the working knowledge for operative offices.

          Our representatives and CHQ President Mr. K.Ramchandram had discussed the matter with the Chief Postmaster General, Mr. Ramanujan and requested him not to issue such an order against the decades long reality and informed him of the violation of rules in the event of issuance of that order. Notwithstanding the fact, the Chief Postmaster General has ordered for deputation of two officials (PACOs) from Circle Office and posted them to the Kadugodi Extension Post Office.

          In this connection, it is relevant to  mention that many staff of postal divisions of Karnatka  Circle are working in this Circle office on deputation from divisions since long. If the Karnataka postal Administration feels the necessity of man power for the operative work, the deputationists working in Circle office may be sent back without disturbing the Circle office staff. To send back the deputationists from divisions working in circle office, to their parent divisions, was an agreed decision in the meeting with staff side sometimes back.

          It is learnt that the chief postmaster General Karnataka Circle has written a D.O.letter to the postal Directorate to permit him to depute PACO and new recruits in the cadre of PACO for training in the operative offices which is also against the recruitment rules for PACO.

          Therefore, you are earnestly requested to issue necessary direction to the chief postmaster General to cancel such irregular order for the sake of good working atmosphere and maintaining a cordial relation between the staff side and official side to enable us all to work as ‘India Post’ team only at this critical juncture of our Department taking all segments of work force- postal, RMS, Administrative and others, into confidence for which act of your consideration, we seek your kind intervention at the earliest.

GUDUR DIVISIONAL CONFERENCE - A.P CIRCLE - 12-10-2014

A joint biennial divisional conference of AIPEU Gr.C., AIPEU PM&MTS., AIPEU GDS (NFPE), AIPCPCCWF & AIPRPA held on 12th October 2014 in D.N.R.Community Hall, Gudur Town.
Com.M.Krishnan, Secretary General, Confederation of Central Govt. Employees and former Secretary General, NFPE, former General Secretary, AIPEU Gr.C has been invited as Chief Guest.
Shri L.Koteswararao, Legal Advisor, NFPE, Secretary, Bar Association, Venkatagiri made the welcome speech as the Chairman of the Reception Committee.

Divisional Secretaries of NFPE Unions from Nellore, Kavali (Br), Tirupati, Srikalahasti (Br), Proddutur and many other comrades from neighbouring divisions attended and graced the conference. More than 350 comrades witnessed the conference.

On the eve of NFPE Diamond Jubilee celebrations veteran leaders & patrons of NFPE unions were also felicitated by the Divisional Union.

Programme of All India President, AIP AOEU in Bangalore :

Attended the open session of AIC of AIP AEA.

Com.K.Ramachandram, President (CHQ) along with Com.Narayana murthy, Circle president & AGS (CHQ) attended the 21st All India conference of AIP AEA in Bangalore being held from 13th to 15th October 2014. The President addressed in the open session on behalf of CHQ.

Meeting with Chief Post Master General, Karnataka Circle :

Further the All India President, Com. K.Ramachandram visited Circle Office and South Karnataka Branches in Bangalore on 13-10-14.Com D.K.Bharathi, C/S, Com.Narayana murthy  Circle President & AGS (CHQ).

Lunch hour meeting was organized in Recreation Club. An interaction with the members by All India President  presided by Com.Narayana murthy.

The following issues were discussed thoroughly :
1.       Posting of PA (CO) to Postal divisions
2.       Insist for Training in Pos by the staff of CO
3.       Posting of MTS/Gr.D to Pos
4.       Filling up of PA (CO) under DR quota for the years 2013 & 2014 in CO
5.       MACP to canteen employees.

After the conclusion of the meeting the President (CHQ) along with Circle Secretary and Circle President met the Chief Postmaster General  Shri Ramanujam  and discussed about the problems of Administrative office staff.

The attitude of the CPMG is very much different and not interested to heard the views of union representatives. The CPMG denied dropping the proposal of training to PA (CO) in Pos for one month. The union representatives strongly protested and concluded the meeting with utmost dissatisfaction.


Further it was reviewed with the members and prepared  to start agitation against the administration after consultation with all NFPE unions of the Circle. The President (CHQ) assured to extend all cooperation from the CHQ for any kind of action taken by the Circle Unions.
