            The National Joint Council of Action (Railway, Defence, Confederation & Postal) has decided  to  serve  Strike Notice  on 09th June 2016  at all levels by organizing Massive  demonstrations for the Indefinite Strike to be  commenced  from 11th July,2016 on Pay Commission  related issues . Strike Notice to Secretary Department of Posts will be served by PJCA on 09th June 2016 at 2 P.M.  by organizing massive  demonstration in front of Dak Bhawan, New Delhi.

            The proforma for serving Strike Notice and Charter of demands are enclosed herewith.

            It is therefore requested that Strike Notice should be served at all level on behalf of PJCA  by organizing  Massive Demonstration.

NOTICE

Sir,


In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the Postal/RMS/MMS/Administrative & Postal Accounts Employees and the Gramin Dak Sewaks of NFPE & FNPO) will go on indefinite Strike from 11th July,2016.

     The Charter of Demands is enclosed herewith:


      Charter of Demands
(PART-A)

1.         Settle the issues raised by the NJCA on the recommendations of the 7 CPC             sent     to Cabinet secretary vide letter dated 10th December 2015.

2.         Remove the injustice done in the assignment of pay scales to technical/safety         categories etc., IN Railways & Defence, different categories in other Central Govt.      establishments by the 7 CPC.

3          Scrap the PFRDA Act and NPS and grant Pension/family Pension to LL cg   employees under CCS (Pension) Rules, 1972 & Railways Pension Rules, 1993.

4.         i) No Privatization/outsourcing /contractorisation of governmental functions.

            (ii)Treat GDS as Civil Servants and extend proportional benefit on pension and       allowances to the GDS.

5.         No FD in Railways & Defence: No Corporatization of Defence Production Units       and Postal Department.

6.         Fill up all vacant posts in the government departments lift the ban on creation         of         posts; regularize the casual/contract workers.

7.         Remove ceiling on compassionate ground appointments.

8.         Extend the benefit of Bonus Act 1985 amendment on enhancement of payment       ceiling to the adhoc Bonus/PLB of Central Government employees with  effect       from the Financial year 2014-15.
9.         Ensure five promotions in the service career of an employee.

10.       Do not amend Labour Laws in the  name of Labour Reforms which  will take            away   the  existing benefits to the  workers.

11.       Revive JCM functioning at all levels.

(Part-B)
1.         Implement Cadre Restructuring  in all  wings of Postal Department i.e. SA, Postmen, Mail Guard, Mailmen, MTS, MMS,PA SBCO,PA CO, Postal Accounts , Civil Wing and Postmasters Cadre etc.

2.         Filling up of all vacant posts in all cadres of Department of Post.


3.     No harassment and victimization for trade union activities/CBS/CIS and other matters.

11TH JULY 2016 INDEFINITE STRIKE – NJCA PRESS STATEMENT



PRESS STATEMENT.

                The National Joint Council of Action of Central Government Employees organizations participating in the Joint Consultative Machinery i.e. the workers and employees of the Railways, Defence, Postal and all other Central Government departments, has decided to serve the strike notice for an indefinite strike action commencing from 11thJuly, 2016 on 9th June, 2016.  The strike notices will be served by all the Constituents separately on their respective heads of the Departments on the stipulated date of 9th June, 2016.   The strike has become inevitable due to the nugatory attitude of the Government over the charter of demands submitted more than six months back and despite deferring the strike action earlied decided to be organized in the month of April, 2016 at the instance of the Government.

            The 7th CPC submitted its report to the Government on 19th November, 2015 even though the Commission had concluded their deliberations as early as in Feb. 2015.  The delay in the submission of the report itself was caused by the unwarranted intervention of the Government.  It is now more than six months that the report is with the Government and the empowered committee set up by the government had neither come to any conclusion thereon nor has it caused any meaningful negotiation with the leaders of the Central Government organizations so far Exasperated over this highly nugatory attitude of the Government and the delay, the NJCA which met yesterday had to take this decision to go on indefinite strike from 11th July, 2016 onwards.  The list of demands on which the strike action is organized is enclosed.  We also enclose a copy of our communication, we have sent to our constituents, which explains the circumstances and issues.

            We shall be grateful if the Press Statement is covered by your esteemed daily / Channel .

Sub: Brief of the meeting held today with the Secretary (Pension), Government of India

            A meeting of the National Council (JCM) Staff Side was held today with the Secretary(Pension), Government of India and other officials on problems arising out of implementation of Pensioners Part of the report of the VII CPC.

            The Official Side told about non-availability of record. Though the Staff Side insisted that report should be accepted as it is, but at the same time it was told to Official Side that, any proposition or module which can be implemented without availability of record can also be considered by the Staff Side, provided there should not be any loss to pensioners which has been proposed by the VII CPC in their Option 1.

            It was agreed by the Secretary (Pension) that, they would formulate an alternative and will discuss the matter with the Staff Side, NC/JCM.

            This is for your information.

Sub: Cadre Restructuring in Department of Posts.

Respected Sir,

            I would like to convey my sincere thanks to the Department of Posts for issuing orders of Cadre Restructuring for PA Cadre in Department of Posts vide No.25-04/2012-PE- dated 27th May, 2016.

            In this connection I would like to draw your kind attention towards the agreement signed  between Postal Administration and Staff Side consisting NFPE and FNPO  under which it was assured  that the same will  be implemented  for all cadres in Department of Posts that i.e. RMS, R-III & R-IV, Mailguard, Mail Men, MMS, Postman, PA CO , PA SBCO , Postal Accounts  and Postmaster Cadre.

            But it is surprising that this has been implemented for Postal Assistant Cadre only in isolation which has created resentment and agitation in the minds of other sections of Department of Posts.

            It is therefore  requested  to kindly bestow your personal attention in this  matter  and  cause appropriate action  to get the  Cadre Restructuring  proposal implemented in all other Cadres  of the Department of Posts  as mentioned  above  as early as possible.

            An early action is highly solicited.

 Dear Comrade Parashar Ji,

            This is most surprising that the order of the cadre restructuring for only P3 officials of Postal Side has been issued by the Dept. of Posts on 27th May, 2016 in isolation without taking into consideration the other wings of NFPE like Administrative, SBCO, RMS (III, IV) and Postman and MTS wings.

Although we know that this is the violation of our agreement which was signed by the Dept. and our NFPE longback. Moreover, such hectic efforts in isolation confined to P3 only, will create a lot of discontentment amongst the cross section of postal workers throughout the country.

We demand that the restructuring formula as suggested and passed for P3 workers, should also be extended to The Administrative Wing and other wings in the same ratio/ proportion in respect of no. of LSG/HSG II and HSG I posts.

I have been receiving large no of phone calls from different circles expressing their concern regarding non extension of restructuring orders for other wings. This is a serious matter through which the Govt. will be successful to break the united structure of NFPE- the biggest organisation immediately. Therefore, you are requested to take up the issue with the Dept. of Posts on priority basis so as to protect the clustered structure of NFPE and to avoid possible disintegration.
