CONFEDERATION STRUGGLE PROGRAMME – THIRD PHASE MASS DHARNA AT JANTAR MANTAR, NEW DELHI ON 25.09.2014 FROM 10:30 AM

Confederation National Secretariat congratulates entire Central Government Employees for making the nationwide agitational programmes a grand success. Submission of memorandum and demonstration on 11.09.2014, Mass Protest Dharnas at all important centres on 19.09.2014, are organised everywhere with larges participation of employees.

Next Phase of programme is Mass Dharna at Jantar Mantar (Parliament Street) New Delhi by leaders and workers of Confederation and all its affiliated organizations.

12 – POINT CHARTER OF DEMANDS IS FURNISHED BELOW

1.      Merger of DA with pay for all employees w.e.f. 01.01.2014 including Gramin Dak Sewaks and Pensioners.

2.      Grant of Interim Relief to all employees including Gramin Dak Sewaks and Pensioners.

3.      Inclusion of Gramin Dak Sewaks under the purview of 7th Central Pay Commission

4.      Scrap PFRDA Act and grant statutory defined pension to all including those appointed on or after 01.01.2004.

5.      Date of effect of 7th CPC recommendation should be 01.01.2014.

6.      Regularisation and Revision of wages of casual labourers and contract workers.

7.      Removal of 5% condition for compassionate appointment.

8.      Fill up all vacant post and creation of New Post wherever justified.

9.      Stop Downsizing, Outsourcing, Contractorisation and Privatisation of Government function.

10.   Grant productivity Linked Bonus to all without ceiling; Computer bonus as weighted average of PLB for those not covered by PLB agreement.

11.   Revise OTA and NDA and implement arbitration awards.

12.   Settle all pending anomalies of 5th and 6th Pay Commission.

Confederation National Secretariat will meet on 26.09.2014 to decide further course of action.

Reg : Payment of Interim Relief and Merger of Dearness Allowance with Pay.

The Staff Side of National Council (JCM) , had raised the issue regarding payment of interim relief and merger of dearness allowance with pay , as an Agenda Item of the Standing Committee of National Council (JCM ) in its meeting held on 7th May, 2014.

After detailed deliberations , it was stated by the Secretary (Expenditure), Ministry of Finance on this item that since the terms of reference enables the 7th CPC to send Interim Report , as such, the Staff Side might approach the Pay Commission for a report on Interim Relief and Merger of Dearness Allowance, as recorded in the Record Note of meeting, forwarded to Staff Side vide Director(JCA), Government of India, Ministry of Personnel, Public Grievances and Pensioners , Department of Pension and Pensioner’s Welfare ‘s letter No. 3/9/2014/JCA dt.24/7/2014.

We, therefore, humbly request you to kindly favourably consider our demand of payment of Interim Relief and Merger of Dearness Allowance with pay as Dearness Allowance, has since crossed the value of 100% on 1st January, 2014 and a number of Government Employees are superannuating every month,who would be deprived of the benefit of the same.

Dear Cmrades,

The Central Working Committee of All India Postal Casual part-Time Contingent & Contract Workers Federation has met at NFPE office on 12-08-2014. Com.M.Krishnan, Secretary General, NFPE, Com.R.Sivannarayana, All India President, P-3 CHQ, Com.P.Pandurangarao, General Secretary, AIPEU GDS (NFPE), Com.V.Murugan, Financial Secretary, AIPEU GDS (NFPE), Com.R.N.Parashar, Asst. Secretary General, NFPE CHQ attended and addressed the meeting. Com.D.Sivagurunathan, All India Vice President presided the meeting. Com.P.Mohan, General Secretary presented the work report.

After a detailed discussion following decisions are taken :

1. State Committees (either elected or ad hoc) should be formed in all remaining States before   November 15^th, 2014. NFPE CHQ shall issue instructions to all Circle Secretaries to take initiative and complete the formation of State Committees before 15.11.2014.

2.2^nd All India Conference of the Federation will be held in the month of February 2015. All Circle Secretaries of Maharashtra Circle shall extend full support and guidance for the success of the AIC.

3.Decided to convene next Central Working Committee meeting on 23^rd and 24h November 2014 at Dwaraka (Gujrat) along with the Diamond Jubilee Celebrations of NFPE.

4.Decided to Register the All India Federation under Trade Union Act. Com.P.Mohan, General Secretary is authorized to complete this work.

5.Decided to file a case before the National Human Rights Commission. General Secretary is authorized to file the case.

6.Decided to publish a “Compilation of all Rulings relating to Casual Labourers” during the next AIC. Com.M.Krishnan, Secretary General, NFPE is authorized to complete this work.

NFPE CHQ once again requested all the Circle Secretaries of NFPE unions to form State Committees of Causal, Part-time Contingent & Contract Workers Federation in all Circles before 15.11.2014. It is also requested to all the Casual Labour Federation leaders to make the above decisions a grand success.
